A country's economy and its people benefit when a regulatory framework enables the mobile sector to thrive and to make its full contribution to national development. In the long term, the winners will be those countries whose governments set in place sound regulation, based on clear principles, such as policies that support fair competition and regulatory independence.

The GSMA is committed to working with governments and regulators, on a global basis, to increase the availability of mobile services, through the promotion of the above principles. Each year, during the mobile industry's flagship event, the Mobile World Congress, the GSMA presents an award to a government in recognition of that administration's sustained leadership and best practice in telecommunications regulation.

This is a discretionary award, made by GSMA, and entries are not requested for this category. The award will be presented during the GSMA's Government Mobile Forum in February 2008.
