Category 8b: Government Leadership Award

The economy of a country and its people benefit when the national regulatory framework stimulates competition and investment, enabling a thriving mobile sector to contribute fully to social and economic development.

The GSMA’s Government Leadership Award recognises world-class leadership in the establishment of sound telecommunications regulatory policies, based on clear principles that encourage private investment, such as policies that support transparency, competition and regulatory independence. The award will be announced on Tuesday 28 February 2012 at the Government Mobile Forum held during Mobile World Congress.

Past winners include:

  • 2005: The Government of Brazil
  • 2006: The Government of Pakistan
  • 2007: The Government of India
  • 2008: The Government of Egypt
  • 2009: The Government of France
  • 2010: The Government of Kenya

Eligibility:

Entry is open to the governments of all United Nations-recognised countries.

Judging criteria:

Entries for the Government Leadership Award will be judged on the following main criteria:

  • Development of regulatory and policy framework that balances governments’ and investors’ needs
  • Good practice in terms of government transparency, public consultation and level of regulatory independence
  • Creation of regulatory stability to promote innovation and long-term investment
  • Development of policies designed to facilitate access to broadband through mobile technology
  • Good management of scarce resources, such as spectrum

Category judges will include senior GSMA executives and board members, alongside other industry stakeholders and academics.
